Where did you get that from? Rise has delegates, who are rewarded with Rise tokens. So there is forging/mining going on.

Waves is the one with fixed amount.

can you show me where devs mentioned that inflation rate will be aroun 2% a year ?

Just got 3844 RISE since the start of trading. Started with 1470 from the ICO i got. I aim to take more later. hope there are more dumpers still from the bounties.
Yet all in all its just about 0.04btc. hope the value gets stronger once all those with weak hands dumped.
