I asked him if he wanted to do escrow but he keeps trying to avoid it, I think he might be a possible scammer?

I don't see how he could be a scammer, since he is sending you BTC. It doesn't make sense for you to want escrow since there is no risk to you.

Perhaps you are the scammer, pretending to be a victim. It is very typical for a scammer to accuse others of being scammers. I'm not sure why.

I am taking the risk. I need them gone quickly. I am doing him a good deal and saying he can send them as a payment so he can dispute it if it goes wrong but still no!

Escrow is useless for selling BTC through Paypal. Even if the transaction is done through escrow, the buyer can still reverse the charges afterward.
