i already told you the pay , i want you guys to hack the bitcoin network for 1000 btc and you can have 50 btc as fees and pay me the rest ie 950 btc.

If they could do it, why would the hacker then give 950 bitcoin to this chump and keep just 50 bitcoin? Or maybe he means a private wallet that he holds, or knows of that contains 1000 bitcoin, that could make sense.
Probably all rubbish though.

I'm not sure whether he is trolling or he truly believes that this can be done. In either case, whoever attempts to do this will be disappointed. However, this could also be a targeted attempt, i.e. they want the individual(s) to hack someone's system which has X amount of BTC. While this technically isn't a hack on the network itself, it is a doable hack. If the Bitcoin network could truly be hacked, they could literally take as much money as they wanted. 1000 Bitcoin would be literally nothing then.
That's why there's the possibility of a targeted attack as I described above.

If someone could move the funds with only knowing the bitcoin address than why only to get paid 1000 btc. That person could move millions of coins stucked in satoshi addresses. However this is impossible LOL

The person clearly have no idea what decentralization is about.. if he wants someone to hack the Bitcoin network... If he only wants someone to hack that address, it still makes no sense... the hacker will simply take all the money and start hacking other addresses... Then he has to hope nobody picks this up, because if they do.. the price will plummet and him and all other Bitcoin users will be left with worthless coins.. Nobody wants to own something that can be easily hacked or stolen.
