Since the gap between CNY and the USD makets always appears/exsits, It is profitable to do arbitrage between these makets. So I‘m seeking for a long-term partner who is trading at btc-e or/and bitfinex  or other USD-BTC makets. You'll buy btc in USD at a low price, and I'll sell it at high in CNY. Then I will exchange CNY to USD, and wire to you via my bank account in Hongkong. The total profit will be slit equally.
When the gap disappears, we will operate reversely to help some rich Chinese to trasfer their CNY asset offshore, and we will charge them a resonable  fee.
The key of the partnership is trust, maybe starting with a escrow is a good idea.

Due to wire time delay, keeping it in a cycle would be difficult to time right with market movements, which is why I've been told this sort of arbitrage doesn't already exist to even out USD/BTC vs CNY/BTC.

Though if you have a counterparty billionaire with USD and a good lawyer, you could set up a deal sort of like mine where enough of their USD is used to buy up all BTC in a market order just below the level of CNY, then you get their BTC sold for CNY, do the forex, and send their mass profit split/USD wire return right away and see if the USD-only BTCers keep dumping their coins to keep the gap wide as the Grand Canyon, or it evens out for a while.

Saying that you don't trust someone because of their behavior is completely valid.

Time delay is another problem. I wonder if there is any way to deposit USD instantly (I mean in hours at least) at any USD-BTC maket?

The problem is in time delay and probably the BTC-e fees to deposit in it, by that time the correction has happened, unless the correction takes at least 24 hours in which case I doubt no one has already taken advantage of it.
