You need to claim at the last day of the month, or the first 7 days of the following month.  So for August you can put in your claim on August 31 to Sept 7

It should be after the ICO, but nobody knows when the ICO will commence except the developers, I'm not really sure what is keeping them this long, since some many projects have launched their ICOs on Ethereum platform that I guess is what they want to use after the DAO fiasco.
