When I was looking into something similar that would be free to play, it was going to cost 600-800 dollars in just the programming alone. Obviously, you'll need someone to stick around (who's trusted) to keep things functioning and add new stuff (when games stop updating, the players stop coming).
Start small, grow slowly. Work on updates; do not release everything at once.
And remember, you're going to have to have images too, and unless you are an artist, this too will cost you money (and that's not cheap either, if you want everything all uniformed; you're going to need a couple artists.).
Most of those popular gaming sites are never done by someone who's not a programmer. The programmer, who is a beginner at coding, is practicing his skills, and can do so with games. When you include money into it though, things get a lot more hectic.
