There are many ways to prevent children to gamble. If you we are parents, we can give lessons and knowledge about gambling, telling them subtly. If my children gambled under the age of 18, even with their own money, I still wouldn't allow it.
It would be really bad if they formed a habit while they are this young and their brain hasn't fully developed.

         In our country, I think kids can't gamble even in online because what I know is that most gambling sites asks for a credit card but now a days kids knows how to go over that and still gamble.  So your right I think kids playing online gambling is increasing especially if a kid has a full access of the internet and when they also play with other players that wants to gamble. I really don't know anyone but in our country its popular playing DOTA 2 in the internet cafes and they gamble whoever wins gets the cash. But in real casinos there is a strict rule that it should be 18 above so there should be no kid playing in a casino because they asks for your ID.  In my opinion kids gambling is okay if ages of 16-18 years old but they should be supervised by their parents so they know that their child is gambling and they can control their child and also kids should not be exposed to gambling in an early age, its okay if the kid is almost 16-18 years old but the parents should talk to their child and not letting their child until they are old enough. For me I started gambling when I was 18 but my parents told me that its better to save it and use it with other things than waste your money in gambling. So I stopped and just save it for other purposes. The best way to counter the problem I think is that every gambling site should ask for at-least 2 a piece of ID also they they should ask for more details and age or the parents can block/limits the child's access of the internet.   Hope it helps
