i have invested arround 500$ in ICN when the bonus was 15% and have invested ETH when ETH was arround 10$ so i now have 3,882 .16533741308682229 ICN   and also bought some 490ICN on Kraken 2 days ago (when ICN was 0.20$ now is 0.17$) ...

I'm sure they will follow. They are trusted and established than liqui. If liqui agree with the dividends, i don't see any reason why they don't allow it because this can result to more costumer. Otherwise liqui will enjoy all the profit for ICN

But I even heard if this wasn't working on the exchange site while someone was saying if that just operates on the Ether wallet.
It's will worth high value for icn token, All of the supply was getting withdrawn back to the ether wallet.
May i think to buy more and not keep them on the exchange site.

They are really trying it hard to get the trust of traders but until no dividends yet is distributed and no testimonials people will always be suspicious to this new exchange.  be very careful before joining, you may hear some news later that kraken will also do it. or better yet keep your ICN on eth wallet.

Do you know exchanger also use the wallet ether to receive and send token
meaning they have the private key on the wallet exchanger so that they are eligible to receive dividends

This is the reason why your goal should be to accumulate more ICN while its still cheap. $0.18 will be your best option since it doesn't go below 16k even when bitcoin rapidly goes up for several instances.

The issue with the dividends will surely be resolved,  the NXT snapshot to receive Ardor tokens is a good example how things can be resolved between developers and exchanges, I keep all my NXT on exchanges during the snapshot and I got the exact amount of Ardor in return.
