That's correct: in some countries, PayPal requires you to verify your ID as well as to add a card. In most emerging countries, the latter requirement is the only one required.
Anyway, besides PayPal, your card has a lot of possible uses since you can basically shop anywhere, withdraw funds on card using an external provider, and so on and so forth. 👍

This would be way too dangerous for the merchant. Someone could spend tons of money and then dispute the PP charges (or use a hacked PP account).
