I can answer for the seller as I've used his services. They have an expiration date set by Uber that is, I think, 90 days from the date of referral.

You can buy as much as you want bud. But the maximum number of rides that will be delivered per day is 5. This is to ensure uber won't suspect you for buying rides. All the rides expire with in 90 days of receipt.

In the US, I get rides with a value of up to $10 now. I remember getting $20 at one point then it was reduced to $15.

My question: is everyone in the US getting $10 for referral rides now? Or is it just because I've bought so many referral rides from people here that they are giving me reduced amounts? lol

Or does it vary by city?

It looks like now Uber already got an enough people in their network to use their service. In my country, they totally removed the referral concept and now I can't get any referral benefits.  Bandibuen gave in another option to get some discounts but didn't try yet. It is bit difficult but still worth trying. I will update later how it works.

Are you from United States and have had your referral value dropped to $5? Don't worry. It can be increased to $10. A $10 referral is provided at the rate of only $3. Orders are now accepted.
