Well, historically Russia is not really a big friend especially with USA. Even with Europe especially Germany, Russia is always viewed with some suspicion though they can cooperating in many issues. As Putin is now consolidating and even enjoying his immense power as nearly a dictator of the country, many countries are noticing Russia as again taking a serious space in the international diplomatic community and can be viewing Russia (and Putin) as a source of money and some help.

Additionaly the russian .gov changed their outlook of this year to -0.6 instead of -0.2.

It is going down way more. We will see a februar or oktober revolution soon enough.
