Windows 10.
After downloading Electrum and installing it a wallet pops up. Once the wallet is closed i can see no way of activating it again. There is no icon on the desktop and there is no executable module in c:\Users\User name\AppData\Electrum
or in Program Files.

(I find it very strange that this most basic information is not on the web page, the documentation, or FAQs.)

Try clicking on the windows logo at the lower left and type "electrum", sure it will come up.
Then right-click on it and pin it to your taskbar.

Then right-click on it and pin it to your taskbar.

I tried that. "Electrum Wallet" appears, and when i click on it i'm taken to my browser, which displays the result of the search term "Electrum Wallet".

That's strange. Which wallet have you downloaded from https://electrum.org/#download? I'm using the portable version on w10 without any issues.

try electrum 2.7.8 windows installer i run smoothly on windows 10 OS Build 14393.321 and no found any problem here
