I wish to find the cheapest method of selling and buying bitcoins, with the lowest fees, any ideas?

I know there is BitInstant which charges 4% fee, anyone lower?

For (gradual) selling, you could put an ad localbitcoins.com and meet with people in person to sell BTC for cash. This assumes you live in a somewhat densely populated area.

The time to get verified on Mtgox is in the weeks.

Bitstamp: 0.1% (at least 15$) deposit fee and 0.5% trading fee (lowering with increasing volume). Though it works in dollars, I don't know about transfers from the USA. I do know they process them very fast once they receive the money. In SEPA zone, I have had deposits confirmed at midnight, 12 hours after ordering the transfer.

The factors that matter are:

 - Where are you (country)?
 - How much are you looking to by?
 - What payment methods can you use?
 - How soon do you need the bitcoins?
 - Is privacy / near-anonymity important?

Only once those are known can recommendations be made.

In the U.S., Coinbase works for many.  1% fee, though they are out of inventory frequently.  Other times there's no guarantee that your order won't get canceled.

A fairly comprehensive list of methods exist on the Bitcoin wiki:
