You're presuming that women dress to provoke/attract/please men. Here's a thought, they dress for themselves, because they like to feel nice, to feel attractive. We don't need to teach women how to not dress provocatively, we need to teach men how not to rape women. If you are so sure, then provide the proof. From what I have heard, women are very unsafe in many of the Muslim majority nations. Also, the punishment for rape is very lax in these regions. If a rape is reported, then in most cases the victim is punished instead of the perpetrator.
