can anyone suggest to me the best reference of equipement even if they are the most expensive nowadays

The google machine or even reading other threads here will answer your question. Do a little research on your own before asking everyone to do it for you.

Stop buying industrial miners, running them at home, and then complaining about the noise.

any cpu

any motherboard , it really depends on how many VGa card you want to mine with

any hdd or ssd min 60GB

min of 4GB of ram 8GB better any brand , any type what is working with ur mobo

if you are asking question like this ones , probably better for you to get a completed ,full build

or just use ebay and search for eth mining rig..

psu it depends what kind of setup you want , how many gpu , using the cpu for mining or not ...ect

cooling... keep your gpu temp under 85 celsius ,it depends how fair you placing your cards from each other , it can be fine with 30-35 celsius amb temp , but if your cards can not "breath" you can fry them ..

Those are wicked great cards to put into an ETH/ZEC rig.
I was going with the 390 R9's but think they are way to expensive with what can be done with the 470's from Nvidia instead.
