I request to know whether user ~davout who is labeled as 'staff' has:

- the ability to read PM's of arbitrary users

- the ability to edit, move, or delete posts which are not his own.

- has he ever had either of the two abilities, and if so, over what time periods.

In the French forum and it's child boards, yes. Outside of there, no, and never has as far as I know.
