True yo can bet bigger if you have deposit bonus and your profit might be bigger as well at the time you bet, but the profit is nothing if you have not meet the wagering requirement yet and most likely you will lose all your bonus + initial deposit before completing the wagering requirement.

Maybe he does mean about bonus is those amounts that could able to get on faucets? Usually TOS for bonuses are only about wagering / roll over xx times from your deposit, don't use multiple accounts, or other requirements which we can easily understand. I don't think anyone can't understand about that even though english is not their first language.

No i do not care about bonuses, all I care about is if the Casino site is reputable and can be trusted.  Bonuses are just bait for the new player and if you claim it, and if ever you win, you will have lots of difficulty withdrawing the fund.
