I am looking for service where you can get a phone number which charges people more when they dial it and also to be able to make outgoing calls from it and sending SMS.

Thanks for the response. It looks like this company accepts only Canada and US, do they accept clients from EU? Also the setup fee looks quite high ($600) do you know someone cheaper?
