So I've used three faucets so far, and the results I've gotten from each on:
Bitcoin-cloud.eu: Doesn't pay out Freebitco.in: Doesn't pay out Moonbit.co.in: Haven't reached a payout limit there, so I dunno.
Point is, I've spent some time going through Captcha hell and have gotten nothing in return. What sites actually work?

Very strange. Freebitco.in is best and most popular faucet. How they can not payout you. I think you was doing something wrong. Monbit.co.in is one of the oldest faucets, they have 10k satoshi minimal payment, which is really low. I advice to check my site: http://bitcoins4free.altervista.org/Here you can find many faucets which pays through micropayment services (Faucethub, ePay, Faucetsystem), so there shouldn't be any problems to reach payout.

OP is definitely doing something wrong. Freebitco.in has been consistent with payments for years now. OP, 99.9% of faucets do pay out when you reach the minimum withdrawal limit. Though faucets that give a decent amount of satoshi are rare. IMO hunting faucets is a waste of time.

I've gotten payments from freebitco.in but that was a long time ago. I haven't touched a faucet in a while, only when I was first learning what Bitcoin was. They are a huge site I would be very surprised that they didn't pay.

I've went a week back on freebitco.in forum topic, two pages, no one has claimed that they haven't gotten paid-- with as big and popular it is, someone should have complained.
I would certainly contact wetsuit if I were you, OP.

Freebitco has paying me three times and facuets are mostly instant paying to epay or facuethub!
There are some games too I have participated are paying too! Mostly like rpg game I think!
