The manager of YOLOdice campaign is mOgliE. Anyone who have interest in the campaign must follow his post history to see his next announcement when there are open spots.

Yes, this is clearly the issue as to why people are still applying, as it's advertised that there are slots available. Bit of a "no brainer":

Sr Member	0.00025 BTC	5 (open)
Full Member	0.00015 BTC	5 (open)

Fortunately I checked the date of the announcement before considering applying (2018):
