Well, first you should have a good understanding about a gambling system(which is you obviously don't have as well as a progamming skills)  However since that you don't have those then let's go to plan b. You should have a good capital and invest or hire someone to do the work for you and you just provide the ideas.

You could look into buying an already working site OP, it will proably cost you the same and you might even have some instant revenue.  If you think you could do a good job in promoting the site then that could be your edge.

I think its best to make a site with moneypot or similar platform and test yourself how good we can do and where we stand.

Then if we see things are going good and the money moneypot is taking is not fair and the features are limited then switch to a own site. This is good in two ways first we dont need big bankroll and secondly we don't have to setup trust cause its already built by moneypot here.

I don't mean to offend you but if you're really asking questions about how to create a gambling website, you probably shouldn't.
There aren't any people who will work for you for free, even if you say you'll pay them once you start making profits. And I'm sure you will, but they just can't wait until you get to that point or simply don't believe you.
Among other things, you need a bankroll. Somewhere around 5-10 BTC would be enough.
If I were you, I'd learn the fundamentals of how a cryptocurrency gambling website works, start from the provably fair system.
Also start thinking unique ideas so that people have a reason to use your website instead of PrimeDice, Fortunejack etc. I for one really like 0.8% house edge on crypto-games, and bustabit (as a whole).
