Learning a new language is hard for foreigners, I have studied them for over 2 years but I still can not speak and hear fluently.

A good way to learn a new language IMHO was watching movies with subtitles on. The trick is to watch movie genres that you like, e.g. for me it was sci-fi and horror movies. When you choose such a movie you kind of stop thinking about it being in a foreign language - instead you are trying to get what's going on and how it's gonna end

Learning a new language is absolutely difficult for us. I have learned a Japanese language for three years now but I still can not communicate fluently.

1. Contact the native speakers of the language you want to learn.

I think there are online course about language where you can learn for yourself. It's really my ambition too to learn another languages of my choice.

learning a new language is very difficult, learning a language if starting from the nom may be difficult to understand it, mending we learn through books that will be learned, we must often learn and continue to learn.

Hello,
How to we learn a new language?
What is the most practical method of learning a new language?
What are the methods of learning that you apply and benefit you?

Start with Duolingo, and Babbel.  Once you get the basics after about a year or so, move on to yabla, readlang.
Read, read, and read some more.  

Listen to radio/TV stations in your target language.

Signup with italki or similar sites.  On youtube you'll find a lot of language learning channels.  Take some one on one sessions
with professional, native speakers.

It takes about 3 years to understand everything that is said or written, add few more years to achieve fluency speaking.

It all depends on your effort how long it will take you to achieve fluency, but it is definitely possible.

At my opinion learning new language need based on past experience, for example it's easy to learn deutsch when you have learnd English.
