All shares being rejected for some reason.

Do I have something configured wrong?

Changed it and tried it with scrypt, got the same result.

I'm on bitcoins now and it's workin fine. HD6450 ~ 30Mh/s at I=9

If you're on Linux with cgminer, for Litecoin, you need to run (or add to your script):

export GPU_USE_SYNC_OBJECTS=1
export GPU_MAX_ALLOC_PERCENT=100

This works around some various bugs/creativities in the AMD drivers that trip up cgminer.
