Installation include integration with freeradius (The script will install OpenVPN, L2TP, PPTP + Freeradius).
All combined, and you can add username + password from MySQL database / Or file like you want.

For WHMCS not using it but if you have addon it will be easy.

Like asia united states UK Russia.. do we still need an account in other website to get those server? before we can make a vpn?

Any VPS that accept enabling TAP/TUN + root privilege.
You can get IP server from any hosting provider (You buy small VPS for each countries).
