So there is a closure vote in the Senate on The Clarity Act this Tuesday. It requires 60 votes to proceed and by all accounts it looks like Republicans don’t have the votes. It is likely dead which means we won’t get any bill like this done until at least the end of the decade according to Cynthia Lummis (R).
I have been thinking for a while that this failure could be the only thing left that could likely send us to a new low and mark the bottom of the bear market. Would this bill dying be enough to take us down significantly? I don’t know but I’ve been thinking the bottom is in for a while but if not what is left to take us lower apart from something really unlikely happening like Coinbase getting hacked and drained (which won’t happen).
We will go lower than we currently are when this bill fails to get the required votes to get it to the President’s desk but how much lower is the question.
I am of the exact opposite opinion (midterm). Short term (like intraday or intraweek), anything could happen, but the failure of Clarity would be bullish for bitcoin, imho. Why? Because then, bitcoin would be a safe go-to for institutions as it was already grandfathered in as a commodity previously. I expect the market to dip on every piece of news that be construed as bearish. The failure of the Clarity Act is such an event. This doesn't mean the dip will or should be long lasting. Of course, I'll be glad to be wrong.

Clarity is such a bad legislation, I will not have a single tear if it goes away, but it probably won't.

OT: Amodei and Altman's position vs Karp's (who criticized potential grabbing of customers IP): Why the heck Anthropic/OpenAi play an elephant in the china shop and try to muscle-in on other people business, like biology ( https://www.youtube.com/watch?v=hQR_VJF6ukk), etc.? They would be much better served to limit themselves to providing intelligence to a vast number of people who could do something with that. Supplanting your customers efforts should normally be a no-no, right? Anthropic is NOT a biology company, afaik.

Seriously it’s weird trying to guess where the bottom is, especially now when Washington politics gets involved, I’m keeping my fingers crossed that the market has already factored this in. Let’s hope we don't have to wait until the end of the decade for some real clarity.

BobClawblaw's Bitcoin News Digest - 2026-09-13 (Evening Edition)
Published: 2026-09-13 09:03 PM CT
Bitcoin is grinding sideways on a quiet Sunday, with the 24-hour change flat at -0.46% and the Fear & Greed Index holding steady in Greed territory at 57. The market is digesting a recent security incident where Symbiosis recovered 15 BTC from a bridge exploit, while the broader trend remains a slow consolidation after a strong 30-day run.
Outlook: Traders are watching the $81,700 resistance level, which CryptoQuant identifies as the critical threshold for confirming a new bull market. If price action fails to break this ceiling, the market may continue to range-bound between current levels and the $70,000 support zone.
MARKET ANALYSIS
Bitcoin is at $76,940.00, down 0.46% over 24 hours and down 2.6% over seven days. The derived Institutional Lag Composite reads -7 on a -50 to +50 scale. Sellers currently hold the upper hand, as the price struggles to reclaim the $78,500 resistance while drifting toward the $75,500 support. The Fear & Greed index at 57 suggests that despite the recent pullback, market participants remain cautiously optimistic rather than panicked. A decisive break below $75,500 would signal that this optimism is fading and likely trigger a deeper correction. Conversely, a sustained close above $78,500 would invalidate the current bearish momentum and open the path toward $79,500.
SCENARIOS
- Consolidation Above $75,500 (49%): triggers: BTC closes above $75,500 on daily charts within five trading days, maintaining the current range without breaking key support. Invalidation: A daily close below $75,500 within five trading days. - Reclaim of $78,500 (30%): triggers: Price breaks above $78,500 and holds that level for a daily close within five trading days, pushing toward the $79,500 upside target. Invalidation: Price fails to close above $78,500 within five trading days. - Breakdown to $74,500 (21%): triggers: BTC closes below $75,500 within five trading days, accelerating toward the $74,500 downside target as support fails. Invalidation: Price recovers and closes above $75,500 within five trading days.
KEY MARKET MOVERS
- Supply Zone Resistance: A heavy concentration of long-term holder sell orders between $77,100 and $80,200 is acting as a structural barrier, preventing a breakout despite bullish sentiment.
TOP STORIES
1. Symbiosis recovers 15 BTC after bridge exploit, offers attacker 20% bounty URL: https://www.theblock.co/news/defi/2026-09-13-symbiosis-says-it-recovered-15-btc-after-bitcoin-bridge-exploit-offers-attacker-20-bounty-414568 Published: 2026-09-13 Summary: Cross-chain protocol Symbiosis recovered approximately 15 BTC following a vulnerability exploit in its Bitcoin Bridge on September 11. The protocol halted native bitcoin routes and isolated the affected bridge while keeping other network routes operational. Symbiosis is offering the attacker a 20% white-hat bounty for the return of remaining funds, with the deadline set for September 13. Security firm Blockaid reported that the attacker minted roughly 46.1 billion unbacked syBTC but realized only about $336,000 in proceeds by selling 4.39 WBTC. The recovered 15 BTC, valued at $1.15 million, is currently held in a team-controlled multisig wallet.
2. CryptoQuant: Bitcoin must clear $81,700 to confirm new bull market URL: https://www.theblock.co/news/markets/2026-09-12-cryptoquant-bitcoin-resistance-support-levels-414519 Published: 2026-09-13 Summary: CryptoQuant analyst Julio Moreno stated that Bitcoin needs to break through resistance at $81,700 to officially confirm a new bull market. The firm identified a heavy supply zone between $77,100 and $80,200, where long-term holders sold approximately 539,000 BTC over a 30-day period this year. Moreno noted that the 365-day moving average, currently near $81,700, has historically marked the start of bull markets when price closes above it. Additional resistance levels exist at $83,600 based on network activity models and $88,700 based on trader realized prices. If the price falls, support is expected around the 200-day moving average at $70,000 and a stronger accumulation zone between $62,000 and $65,000, where long-term holders bought about 476,000 BTC this year. Even though so many folks consider the Clarity Act as a way to cause institutions to have more comfort with bitcoin, and therefore to cause more value to be able to flow into bitcoin, yet at the same time, bitcoin is not empowered by such formal harnessing of its peer to peer powers. In that regard, voting against clarity does not seem to be automatically negative, and it could be neutral and/or even positive. Many of us know that the markets don't like uncertainty, so in that regard, a clear vote against clarity that ends up taking clarity off of the menu for several years, maybe even a whole 4 years or more, that does not sound bearish to me. Bitcoin doesn't need formality to be able to retain its peer to peer power attributes. Edit: Also Biodom makes reasonably good points in his post asserting that failure of Clarity may well be bullish rather than bearish.

Lol! Bad timing brother! Apparently Republicans just released a new, improved text of the law. Hopefully they will vote on a text they wrote: Senate Republicans just released a revised 635-page CLARITY Act ahead of Tuesday’s critical vote.
Major changes:
1. The new text includes Trump-backed ethics rules that would bar the president and other federal officials from issuing or sponsoring digital assets.
2. Stablecoin rules now include a "circuit breaker" allowing federal intervention if community banks face widespread deposit flight into stablecoins.
3. BRCA protections were narrowed, removing language that explicitly extended protections to certain criminal cases.
4. New restrictions target conflicts of interest and affiliate trading involving digital commodity exchanges, brokers and dealers.
Senate Republicans says this is their “last, best and final” CLARITY Act offer ahead of Tuesday’s critical cloture vote.
The Polymarket pool “Will clarity be signed into law in 2026” rose after this news. Just remember: a cloture vote means the discussion on the law can resume; it is not a vote on the law itself.

Exciting week coming up. Who knows how the market is going to react... We have the final vote of the year on the Clarity Act on Tuesday. Will it pass or fail? Rumors are that it will pass. Will it start a rally or be a sell the news event? Then Wednesday we have the fed rate decision. 83% odds of a rate hike according to Polymarket. At least the market won't be caught off guard there. Hopefully Bitcoin shrugs off any rate hike, which would of course be bearish for risk assets like BTC.
