Even though so many folks consider the Clarity Act as a way to cause institutions to have more comfort with bitcoin, and therefore to cause more value to be able to flow into bitcoin, yet at the same time, bitcoin is not empowered by such formal harnessing of its peer to peer powers.

In that regard, voting against clarity does not seem to be automatically negative, and it could be neutral and/or even positive.

Many of us know that the markets don't like uncertainty, so in that regard, a clear vote against clarity that ends up taking clarity off of the menu for several years, maybe even a whole 4 years or more, that does not sound bearish to me.  

Bitcoin doesn't need formality to be able to retain its peer to peer power attributes.

Edit:  Also Biodom makes reasonably good points in his post asserting that failure of Clarity may well be bullish rather than bearish.
I agree that bitcoin does not need the Clarity Act to maintain its peer to peer nature. However, I will not call its failure bullish either. Because more regulatory clarity could make institutions more comfortable entering the market, while rejecting it could also preserve Bitcoin's independence. I believe that the real impact will depends on how the market and institutions respond to the uncertainty.

Not only humans. (Some) Monkeys have been studied and they very well understand the concept of gambling and risk taking for a greater reward. So gambling has quite deep roots.

So there is a closure vote in the Senate on The Clarity Act this Tuesday. It requires 60 votes to proceed and by all accounts it looks like Republicans don’t have the votes. It is likely dead which means we won’t get any bill like this done until at least the end of the decade according to Cynthia Lummis (R).

I have been thinking for a while that this failure could be the only thing left that could likely send us to a new low and mark the bottom of the bear market. Would this bill dying be enough to take us down significantly? I don’t know but I’ve been thinking the bottom is in for a while but if not what is left to take us lower apart from something really unlikely happening like Coinbase getting hacked and drained (which won’t happen).

We will go lower than we currently are when this bill fails to get the required votes to get it to the President’s desk but how much lower is the question.

I think the issue is:

 Republican = Pro BTC therefore Democrats = Neg BTC

is the issue.  This is a bad dynamic for the coin.

 I believe it's due to an addiction that transcends rational thought.  The crowd isn't generally the reasonable voice and it has a tendency to hype itself into a frenzy.

Every issue should be bipartisan and logically considered by both sides before a vote. The fact that basic, common-sense legislation is some kind of luxury is crazy.  There are too many mental patients elected to office and not only in America.  I defer back to my crowd mentality comment earlier.
