Who controls the controller?
If we really have to have such databases (and most gentlemen here would agree we shouldn't), the only way forward is to shift responsibility from anonymous agencies to real individuals. Have the data encrypted with the keys in a few select hands. Have specific, identifiable guys criminally AND financially responsible for any loss. No "I didn't know", "My subordinates" excuses. Any guilty subordinates would be prosecuted AS WELL, but big heads must fall, and fall bigly. And I don't mean only for the lost funds. Apart from the culprits serving time in suitable state-sponsored facilities, those who suffered personal tangible and untangible damage should be able to sue the guilty gatekeepers down to the 7th generation.
IMHO the notion of individual accountability never really works in practice. "Big heads" can always shift the blame elsewhere, and/or have lawyers. Threatening to throw the keeper of the keys in jail wont fix things either, as any centralized repository of information is going to be breached sooner or later. Get rid of the keepers altogether.

That is a solution that makes sense, but the system can circumvent even that if it wants to. It is difficult to find people who are independent both politically and financially, and who are also willing to shoulder such great responsibility. It's much easier to install suitable people who, even when they make a serious mistake, will be publicly punished, but in fact they will be transferred to another job where they will continue to be useful idiots.

Let's play it through... 1. Defintion of "best". Most viewed, most quoted, most externally referenced, most sMerit received...? 2. What if the post gets edited or deleted? Does it make sense to conserve "top posts" if the context and content can get lost/changed? 3. How to score "factually correct"? This would mean a lot, lot, lot of work, especially in long threads, needs expertise and checks by experienced person with a huge knowledge base. Even if ranked by AI tools, who checks the results and makes sure no post skipped through the ranking? A simple idea hiding a lot of questions/details. Not that i don't value ideas, but i have some project development background, and most times a project is much more complex in its details than it might seem first. You generally don't want to have those questions and challenges coming up in later development stages. Trust me  or am i too serious on this?

Little tiny (⭐️? idk) button somewhere on the first page of the topic that lets you jump to the "best" post would be better. Wouldn't change the layout/order of posting that's displayed in the topic. I like the idea a lot (feels like a "top comment" sort of thing like most platforms have), could probably even be made into a tampermonkey extension by one of the many forum users developing that sort of stuff we see nowadays - logistics/how it could define "best" and get that data? No clue, lol.
