He is bullshiting and spamming his ref link inserted of the image, not ban him? Or lengendary has privilege?

Technically speaking almost each new post is a thread bump which means the previous bump should have been deleted.  Maybe because he doesn't actually use the words "bump" or "up" he gets a bye?
Have you reported the undeleted bumps?  That would be the first step in the process.

I think this guy is the owner of that site and he is doing this not only today or tommorrow but for more then long time, and even they have first started the signature campaign and promoted their site, so i think he is just promoting his site.

Owner? Why he post ref/invite link? Impossible is the owner, for instance: https://bitcointalk.org/index.php?topic=1379172.msg17831842#msg17831842

He used the ref/invite link:     "invite/I-FUBAR" obviously is his username.

And his signature link is also contains: https://xotika.tv/#/invite/I-FUBAR

He started to spam the ref link for long time, but mod never banned him.
