Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Your post is almost unreadable, so I don't think you're going to get much help. Were you buying or selling the amazon gift card involved? Why would you refund more than required? I usually find the scammer in this sort of situation has the most illogical answers.

I copied ask confirm scammer sent to btc scammer, i went to bed,and try to trade quickly, i did not saw scammer give me wallet of scammer, this member sent btc to scammer.Because i talked with this member first on bct, this member said " i don go first".

He reported me.So i refund 20$

why i refund 26$?

i use btc exchange service, at least 0.022.I told with him that.He accept.but dont refund.I sent pm many time.this member still online, reply topic.but dont reply me.

I don't really understand OP but its obvious that he is honest about the accusation he made, I left negative feedback to the said scammer and will remove once this issue is settled.

Yes I think you have interpreted it very nicely and yes this seems to be the case.Since What1005 sent him this by mistake and ethics and honesty demand Podgar should return the excessive amount to What1005,but this is not a case of a scam.Podgar didn't like,make any false promise or refused to deliver the product for what he promised.
