You can always download the newest version on http://dbixscan.io/home -> Wallet ->Download DBIX Wallet ( DbixWall v2.2 ), extract ZIP, go to bin/gdbix.exe and start it. Wait few minutes and it will start to synchronize. When it is sync, start dbixwall.exe and your wallet is ready.

Oh, this is for sure problem with your windows installation, maybe if it is 32-bit, it only works on 64-bit. try to restart your computer. You don't need to install anything.
