The card has a 350W TDP according to Guru3D:

If you look at the photos you're going to notice three 8-pin power connectors and thus could use up-to 525 Watt, it's TDP however is managed to 350W and thus the product will be throttling.

The Pro-Duo beats the Devil 13. I ran a lot of Devil 13's and they push around 750-800 stable (more with tweaks I'm sure) at stock, but they also draw more power than the Pro-Duo.
