Define "through its public relations".

If there is something that will make Bitcoin succeed, it is growth of utility - greater quantity and variety of goods and services offered for BTC. If there is something that will make Bitcoin fail, it is the prevalence of users convinced that BTC is a magic box that will turn them into millionaires, and of the con-artists who have followed them here to devour them.

for instance when the market crashed mt gox wrote a press release they stated 'we are confident that this panic sell will be temporarily and that bitcoin will rise again', in your opinion is this form of public relations intended to create market price manipulation

Unprofessional; yes. Manipulation; no.

its evidential of public opinon though to a degree

I assumed that the topic is whether or not Mt. Gox is manipulating (or attempting to manipulate) the price through the statements they make. I apologize if the topic is about public perception instead.

buy lots of coins at $150; announce 20,000 new signups per day; wait for the price to reach 250; sell lots of coins; close down the shop for a day to "cool off the price"; buy lots of coins at $50; rinse repeat.

public relations? nah. manipulation? quite possible.
