creating an alt coin for my university

Hello! i have translated this from spanish to english.  I'm doing a project on an alt coin & want to create a coin app for my university(i have the deans approval). My school has 5,200 students. Currently about 90% of the schools population has a smart phone. I'm the technology coordinator and i have been asked to release an app to deliver monetary rewards to the students. I would like to create an alt coin for my school with my approved idea of creating something like a digital currency for our school. We already have about 3,700+ students registered on our university app for updates and such. Our school has been adamant about the install of this app so im sure getting this one installed will be easier as it can provide them a monetary reward & not have it be a forced install.

What im i looking for? an advanced open sourced alt coin to tweak and copy and have turned into an app for my school. From my understanding anyone can create their own bitcoin/litecoin whatever i get it, but after looking into these and using them myself they where extremely tedious & slow, there seems to be alot of alt coins with many improved speeds of sending and whatever but why not just build my app on another possible scam coin but good to use for my school.


The basics of my questions:
Best open source alt/scam coin that can be used to create a coin for my school by possibly tweaking the code to fit the bill of my school.

Would it be possible to have a pre mined coin and then just create an app to just create the value of each coin say $5 and then create 10,000 coins to fit the size of the school population? then use it as currency between the school for our students. Kinda like having a small economy merge out of my school?

To add to your idea, and one I had as well, you can have your university store study results on the blockchain of that coin. That way there is 0 chance for the results to be changed by hackers

On topic for your question: If I were you I would chose a coin that is active in its development and has a fast blocktime. A good one is maybe one with proof of stake. Possibly EnergyCoin

Instead of creating a new coin that needs blockchain to be maintained, transactions mined (PoW or PoS) and so on, an asset / token may already achieve what you need.
There are some platforms for such tokens, one I know of is WAVES. It should be easier than coding an maintaining all this.

I'm certain i want to take the alt coin route. We have extremely low cost internet & almost all students have government owened laptops aswell(chavez gave away a bunch of laptops & tablets to the poverty class). Cell phone service is virtually free in my country, i think the government subsidized network will be great for us. It would be a great way to show the power of a virtual coin in Venezuela(my country where we cannot afford basic things due to currency issues) and show students & staff the power of a digital currency. I want this to be a starter project for my school & i think it would be a great idea!

Taking any input & advise on alterations! Our team is currently looking into this coin so i will get back to you on what they tell me about it. Currently our monthly wage on average in Venezuela is $30 so making the reward based on about 1% of a monthly income in Venezuela would be good to give away on the value of coin.

Google an altcoin generator and go with (D)PoS. From their you can change the specs if needed.
It is just for your university - so i doubt you will need something fancy.
