This kind of behavior is somewhat irresponsible. You've both joined and left two times within a short time period IIRC. Anyhow, I have removed you from the list of enrolled participants.

In theory, you could join, yes. This campaign currently does not enforce any kind of SMAS blacklist. However, this may very well change soon. The campaign is pretty young, and things are far from going 'smooth' or being settled.
