When im a newbie a long time ago I encountered that also but after a minute its okay when reload that page.

You will have a time constraint between posts as a newbie. Continue to post and your activity will increase accordingly. Once you reach Junior member your constraints will drop. Unless you're getting a completely different error, ask in the meta and make sure you're not trying to access a staff only board.
