Yes. It has been like that for a long time, and that is actually what is supposed to happen. Many of the Core devs have a Bitcoin Developer badge. Others who are considered experts such as Peter Todd have a Bitcoin Expert badge.

These badges only appear in the Dev and Tech section because that's where knowing the people who know the technical details matters.

Ya I just figured that out when I saw the core developer badge Tongue  Thanks.
