In my opinion this is impossible according to the Current Status of the technology in the whole world .
But here if you can suppose that the all internet of the world got stopped then it will not result in high flutuation in the bitcoin price , it is because the buyers and sellers will remain constant in the trading exchange , this will results into constant supply and and demand of the buyers and sellers .

Cash or fiat will be the last option to us if internet will be totally dead but there will still complications because most of the banks now are dependent to the technology and most of them depend on the internet to have a faster transaction so i think if internet is gone it will take a lot of hours for the banks to just give money to their depositors and it will be a long time to back to the normal scenario because internet is one of the most used thing in the world.
