I agree with you in relation to China, but in Russia I disagree with you. All technologies that are able to work Russian stole. There are many examples. It is not only nuclear technology, but also vehicles, weapons, etc.

For example, the S-400 is the best air defense system operating in the world right now. The SS-18 Satan is the most powerful ICBM. The Yasen class submarines are much more advanced than their American rivals. These are just a few examples.
