So what's your point now? Simply because he's from Africa, I guess! Although I agree with you that the price tag on Victor is highly inflated deliberately by Napoli just to scare the potential teams showing interest in the player. Victor is a talented player and I think he has everything as per your listed qualities in your comment. 400 million? maybe he has lost his mind by setting the price that high or it's just his tactic so that no club will make an offer because he sees this striker as a valuable asset that must be well looked after by the club, but I'm pretty sure no club is willing to buy at that high a price even only for the price of 150 million as you mentioned because his value is not more than 100 million, especially since this season there has been a decline in his performance which of course his appearance will be the benchmark for any club that wants to buy him.

In my perspective if this is another stupid move from barcelona. I meant guimaraes rarely performing good in EPL. Look at this stat for the current season. He was playing 15 matches and he was only scoring 1 goal.

A fantastic price and I'm sure no team will be able to waste a large amount of money on a player, even Osimhen performance this season is not as impressive as last season so big teams will think as best as possible to recruit him.
