You can contact law enforcement, but even if you said you said you wired $5000 of real dollars with Western Union to a Nigerian Prince, there isn't much they can or will do. The won't even go bust someone who stole your cel phone when you have their GPS location and a picture of them.

The highest likely IP address is http://www.speedguide.net/ip/184.5.139.15 , a Centurylink in Charlottesville, Virginia, however the other two payments that have been sent from the address have had relay connections in England and Germany, so the person likely knows how to anonymously scam.

Track him down and pay him a visit? No, you are pretty much out of luck. I'd never pay someone I didn't know or a reputable vendor for anything with BTC. Unless it's done in person.

Send him an email asking please for a refund, as you see that ASICs won't ship for a long time. But first go to spypig.com and get a tracking image you can put in the email you send so you can get the person's real IP address.

Be careful about transactions on Craigslist. Deal locally whenever possible.

No, there is nothing you can do from an address.  I suggest you know who the people are, buy through a system, or do whatever you can to get it back on your own.

There are websites where you can see if the IP address is a Tor exit node - if it is, then the information is useless. You can at least use the information to more forcefully demand a refund.

Unfortunately Craigslist is full of scum, this guy could be anywhere.  He's most likely trolling you on the meetup. Have a nice drive and enjoy the day if you like.  My bet is he won't be there when you arrive.
