is 80% fan speed safe for 24/7 mining ?

Hard to say which exact speed. Depends on the temperature of you miner (I assume GPU's in you case).
They are designed to run at pretty high temperatures, but keeping them cool might increase speed a little bit. But running the fans at high speeds for a long time puts more strain on the bearings of the fans. So there will be a trade off between the two. A factor that might also be of influence is the amount of noise it is 'allowed' to make.

I try 75c. and under for the cards and if. 75% fans do not get me under 75 c I downclock the gpu
