How to use cointopay.com properly, RUPEE online wallet setup guide:
Let's get the obvious stuff out of the way first:

• Account must be verified with your working email address
• Cointopay charges 1% fee of all your transactions + normal network fee

             
After successful registration click on "Account", screen similar to above image will appear.
Next click "wallet preference" section ( shown above )
"Coin of Choice#1*" - means that bitcoin is selected by defalut (no need to change this)
"Crypto Wallets" - The important part: Scroll through the list and find "Rupee RUPEE"
                              wallet. While holding Ctrl key click any other name on the list (more than 1 wallet must be
                              highlighted)
                              You can select your language and than click "Update"(green rectangle). Now you can click on
                             "Wallet" at the upper right side of the screen (visible below)
              
As you can see I have selected DogeCoin wallet along with RUPEE wallet.
Click Rupee symbol (coin) to access wallets dashboard.
Click on "LTR" (long term wallet) and finally click "+create" ( in case a massage "click create....blah blah" pops up you will have to click the plus sign "+" not the "create" word ) new address will be displayed (valid for 1 year)

yes, i worked for many coin campaigns , so far Crypto Rupee is definitely doing slow and steady.

How many RUPEE were premined?

The premine is nothing comopared to other currencies like Neo ( Antshares ), Ripple and  others. Look at their market cap.
Plus when I did some research, I saw that Dev sold a lot of the premine at very cheap rate on coinexchange.io. So, they don't look a scam.

Through my analysis of 1000 coins, Rupee came in my top 10 (I am no financial adviser, I can recognize patterns and draw conclusions using data tools, that's about it)

I see a rather strong community growing.

However, Some are calling this a scam coin. I would like to know what are my arguments to those people, what are the updates regarding development? What is the use case for this coin? Currently the hype seems to be around the word "Rupee" and the fact it's the currency of many countries, in fact of the largest democracy India with 1.3 billion people, so you can easily get your community on board in supporting this. But what about the development road map and updates?

I invest a bit in Rupee, I need to know what are the development plans and road map for this for me to get in more.
