In most countries of the world, you can't even marry a woman without paying dowry to her family or proving you have enough property the woman can live off of, while you work.
Since it's not just social engineering but appears in most cultures (with the exception of islamic states with extremely strict discipline) it could be said it's very hard to "de-learn". Being truly free to choose your partner only occurs in countries with high levels of education, equal job opportunities for both genders, and a GDP high enough to put the majority of people above the poverty line.
