Created an account on coinbase and it seems that in addition to payment and phone number verification (and address), I need to upload a government-issued photo ID to use the service. Is this required of everyone?

With the amount of hacking going on these days, it does not seem safe to do so. If anyone gets into their database of photo IDs (even without accessing anything else), it would cause an inconceivable amount of identity theft.

Are there providers that do not require a photo ID?

To start using their services, no need to verify your identity.

But to increase your weekly buy / sell limits and your credit / debit card limits you may need to complete a verification to enable additional account features. Same related companies also have that features.

True.  However, Coinbase is about the worst exchange you could use if you don't want to reveal your identity.  They have much tighter government controls than most others and seem to be somewhat regulated. 

It shouldn't actually be much of a problem to upload a photo ID.  It's a reasonably "trustworthy" exchange (as much as an exchange can be trustworthy).

Every major exchange has verification tiers. If you want to deal with fiat money i.e (use bank deposits and withdrawals) you will be asked for more personal info:
mainly Government issued ID and a recent proof of residence is needed.

Full name, date of birth, country and phone number are required only to unlock base functionality of an exchange:
usually it allows you to trade and withdraw/deposit cryptocurrency but not withdraw fiat money.

The ID verification is part of the KYC rules and all exchanges dealing with fiat has to follow them.
In other words: Anytime you register to exchange allowing you to deposit/withdraw fiats you have to reveal your identity.

If anyone gets into their database I guess they would face some consequences (nothing that helps you)  as they are obliged to protect our private infomations.

Yes it is required not only in coinbase but also in some other countries like in ours,  we are required not only government id but also a fucking selfie together with your submitted id...and your current address ..

Im a coinbase  users for almost 1 year and I've never encounter such a verification like that since upon my registration on them they didn't ask or force me to provide that but I don't know on their new registree. And also I think the site you've mentioned outthere is the coins.ph where you have been required to submit your ID and selfie verification so that you can withdraw your btc balance to fiat in any banks or other cashout methods available in your local wallet.

When you want to buy bitcoin with Coinbase yeah you need such verification. I don't remember exactly but i saw somewhere that Coinbase wants to access webcam users for selfie also. But if you are planing to just use it as a wallet, without buying, then there is no need of verification of anything, unless they changed recently with their latest changes (fees,ect) And yes it's called KYC/AML policies and lot of exchanges have no choices to apply thoses rules

No, It's to complete KYC. But the Chinese exchange already applied this way for their customer.
I mean the exchange site will be accessing your hardware and try to take your photo through the webcam.
I think the government issued photo will be applicable for those are not having a webcam.

If you treat coinbase as a wallet only, upload your photo ID isn't really necessary to do . But if you would like to buy / sell BItcoin through Coinbase you may asked to provide your photo ID.

And that's my big problem with all BTC sellers (USA anyway that I know of) asking for personal info and ID.  HACKERS are going to a bigger problem in the future (note wcrypt worldwide attacks).

Further, I doubt that .gov KYC/AML rules really affect the Big Fish Criminals, they know how to get around silly government rules.  Those rules affect us more than the Bad Guys.  IMO.

While you have been experiencing buy-sell activity through Coinbase that time only necessary get verified yourself. Moreover, this service only limited country. Otherwise, no need to deliver anything else except gmail verification and phone verification which help your account security.

Actually it is safe. I had coins.ph wallet (Philippines) same with coinbase that requires also a government issued ID aside from phone and address verification. That is an identity verification together with a Selfie Verification. In this case, the company will truly know that account is yours and you are not making a dummy account. Well, its been almost a year since I've sent them my Photo ID and I haven't encountered problem yet.

Created an account on coinbase and it seems that in addition to payment and phone number verification (and address), I need to upload a government-issued photo ID to use the service. Is this required of everyone?

With the amount of hacking going on these days, it does not seem safe to do so. If anyone gets into their database of photo IDs (even without accessing anything else), it would cause an inconceivable amount of identity theft.

Are there providers that do not require a photo ID?

Actually it is safe. I had coins.ph wallet (Philippines) same with coinbase that requires also a government issued ID aside from phone and address verification. That is an identity verification together with a Selfie Verification. In this case, the company will truly know that account is yours and you are not making a dummy account. Well, its been almost a year since I've sent them my Photo ID and I haven't encountered problem yet.
I think you can also use the wallet of coins.ph without verified..
As coinbase user i was use it last 2014 and until now i am using none verified coinbase account but until its working fine except for bugs before that it takes longer to fix but now i think they are active and i think before when i was register they are not asking for ID..  maybe they are just want to collect some data to prevent frauds.

Nope you can't mate its because Coins.ph is very strict upon dealing a transaction to their site and they implemented that all of their site users must do the KYC procedure in hteir site so that they can access all the feature what coins.ph have. And Coinbase doesn't required KYC if you are not dealing some withdrawals on that site.

Asking for verification will lead to exposure of their identity and i don't think that will be appreciated by most of the users. Bitcoin is in market because of its anonymity. We can receive and send those bitcoins anonymously without anyone looking over us.

That's exactly why i gave recommend decentralized wallet (web, pc, android).
Web wallets are centralized, and certain mobile wallet clients as well. If you care about decentralization, then best option will be to go for a desktop client such as Core.

Only downside for people in this case is that it requires them to download the entire blockchain, plus it's growing on a monthly basis ~ reducing your HDD space slowly but steadily.

But on the other hand, it will allow you to run a full node. It will help keeping the network a bit more decentralized.

I think you got that backwards. Bitcoin is not a market because of anonymity. Dash and Monero are anon coins. Bitcoin is a market mostly because of speculation and the future of currency. Most of us do not care about Anon features.
