If hyip is still functioning then there is hope. If it's closed and the creator didn't announce another one (they quite often create a successor) then nothing can be done(unless the creator was insanly stupid, I wouldn't count on that though).

What you said is true. However, despite being a damn good search engine, google is not the best solution to look for people. And knowing where and how to look is the key.
I have access to a number of different databases but they are all country-specific and do not cover the whole globe. (very far from it, even europe is not completely covered)
Besides, there are other methods but I don't want to discuss them for a number of reasons, first 2 of which are: this thread will become a "how to scam and avoid retribution" guide and there won't be a service to provide if I tell everyone how to do it.

I repeat one more time. A good scammer can not be found (unless you basically prepare a trap for him, but you can't catch a particular scammer this way).
But if it is possible to find a scammer based on the provided information then I have plenty of experience in this field and i might be able to help.

Regarding victims of ID fraud, we actually had a few such cases when I worked in debt collection service, rather comical situations)).But they usually behave differently when accused of something.

On which sites do you operate ? Bitcointalk only or everywhere ?

If I know who scammed me, what am I supposed to do if he is far away ? Do you manage sueing too or only revealing their ID ?

I don't have any limitations to a website. Mainly - revealing their identity. I might be able to help with "motivating" a person. But only if he or she lives in one of a few countries I have contacts in.

The thing is that even if you get the true ID of someone, there is usually nothing that you can do to catch that person. They may be overseas, laws may be different in their country etc. Your travel costs would be probably more than the amount scammed, and to track the person down is a completely different story.

Therefore, Do you offer any sort of guarantees where if the scammed amount is not recovered, no fee is paid to you?

I think it will be better if you get paid only after or while providing the scammers info
