By the way, you must offer atleast low amount on your start since those reputable members mentioned requires high amount since their professional on their job.
Yes, you can offer lending service without any reputation but you must need an trusted member to hold escrow for the collateral. On currency exchange service, I don't think you can offer that since it requires trust and reputation.
