Is it possible to mine with both, ati graphic card and graphic card on motherboard?
And if it is, how? For example ZEC or ETH?

Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

No.
RX460 is too cheap for mining in good condition.

Except he is not talking about an RX 460 but an integrated ATI X460 GPU.

Basically if the GPU is called ATI instead of AMD should be the first clue that you can't mine with it.
