Will CPU & RAM slow GPU mining?

Hello, I want to make a mining rig with 2 (or more) r9 270x (Before u say its crap, I know that, I am taking it because of experience)
but I need cpu for it. I dont want to mine on the cpu, so I chose some really cheap old one. Will the CPU slow down the GPU mining? And also I am taking some cheap-shit ram.... Will it also slow?

Details:
I want to mine ZCash or NiceHash-Equihash
The chosen cpu: Intel - Celeron G3900 2.8GHz Dual-Core Processor
The chosen Ram: Crucial - 4GB (1 x 4GB) DDR4-2133 Memory

I think it is better for you to use a cpu that is quadcore for you to mine more. And if you have a money please upgrade your gpu for you to earn more. And i think that cpu can affect the speed of you gpu because it is only a dual core processor. All in all. Earn more money to upgrade your things it is more better.

Thats the problem - low budget. I want some cheap cpu because I wont mine on it and r9 270x can be purchased cheap (<150$).

No problem! Your specs are good. Most people mining on old celerons like G1820...
I have G3930 no problem at all and also 4GB ram (2400MHz).
Your CPU can be even use for light CPU mining.
