I have been mining in Claymores 9.3 with ether with the driver 350.12 it was going fine 22MHs, last night i reboot and i get 3 MHs... i have automatic drivers install disabled, windows update disabled so none of that happened. I reinstalled the 350.12 driver.. nothing  I tried to update the driver 372.54.. nothing .. update windows 10 creators.. nothing.  I don't know what to do. And i replaced the riser.

Check your temps are ok. One of my fans seized up on mine and put the tempatures way up high enough to throttle the card right back. If youve got it overclocked then try putting it back to standard reset computer etrc and try again.

Try using genoils miner if you're going for ether. I'm currently running at 22Mh/s per GTX 970 on the latest Nvidia drivers. (I also enabled Optimize for Compute Performance in the Nvidia control panel)

Most likely a driver issue, nvidia driver crashing/corrupt. Ive run into similar issues, the only fix that truly works for me and is consistent is to use DD uninstaller to remove all traces of the driver, reboot, then reinstall the driver, reboot, then test. I havnt had this NOT work as of yet. Simply reinstalling or uninstalling doesnt seem to work for me.

Try uninstalling the drivers and check for thermal throttling.

I cant find the compute performace.  I select ethminer64.exe and I dont have anything about compute.

Ill try the driver, and I did the DD.

As the Ethereum epochs increase, some GPUs (the 970 is a particular example) are going to be drammaticaly losing hashrate over the coming months.

Watch this video for more info:

https://www.youtube.com/watch?v=33w3PRcbRVo

Crypto currency enthusiast and miner since 2015. Mined approx 200 ETH during 2016 and 2017 and sold it at approximately $US40 each. Then I watched it reach $1000+ each. If anyone bothers to read this stuff pay attention to this: HODL HODL HODL HODL HODL HODL

I started mining with 1 AMD 7950 and 1 R9-280X. Then I gradually built my AMD operation into 12 R9-290s. Awesome ETH hash but ridiculous power consumption and heat. Over the last year I defected to the Nvidia team. I now use GTX 1070s. They were expensive to buy (probably a bargain now) but awesome hash rate vs. power consumption. blah blah blah blah

do an ASIC quality test (google search).

check nvidiainspector to see the p-state and current clocks its using when you see the low hashrate.

Theres also an app that allows you to see how many failed calculations/errors it has while mining, but I am unfamiliar, and have only see a screenshot of its results once, so I can't help much there.   It was able to show a guy's card that would put out 21Mh, but 30% of those or more were pure errors.....  which explained his poolside hashrate of <10Mh.
