First time I heard Yandex. Is it just a search engine or the company offer other services. I agree with what you said about China. Aside from keeping the money in the country, it also helps with censorship. Since those companies' businesses are entirely in China (Weibo for example), the government can't exert pressure. That's why despite Zuckerberg talking with them, Facebook is still not legally available there.

It's reported that Google.ru was already removed from banned websites.
Previously I heard that Russia requires all web services to store the user data of Russian citizens on servers within the country. If they don't do it, website can be blacklisted. I don't know, does Google follow this law?
I think Russia want that their people would switch from such services like Google and Facebook to Yandex and Vk. Already, these Russian companies have dominant positions. And for government it's easier to control and censor local services.
